REQUEST FOR EXPRESSION OF INTEREST (REOI): CONSULTANCY SERVICES TO DEVELOP A REGIONAL IP POLICY FOR ASARECA
ASARECA alongside other ex-Pillar 4 Africa institutions comprising African Forum for Agricultural Advisory Services (AFAAS), Forum for Agricultural Research in Africa (FARA), CORAF, and Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA) are currently implementing the EU-funded and IFAD-managed Comprehensive Africa Agriculture Development Programme ex pillar IV (CAADP-XP4) Project under the initiative, “Development Smart Innovation through Research in Agriculture” (DeSIRA). ASARECA intends to apply a portion of the proceeds of this grant to eligible payments under this contract, for which this Request for Expression of Interest is issued. The overall objective of this consultancy is to develop a regional Intellectual Property (IP) policy for ASARECA. This will include among other things conducting a study on the status of IP and its management in the National Agricultural Research Systems in ASARECA member countries, including a survey and interviews with key stakeholders (farmer organizations, Ministries of Agriculture, National Agricultural Research Institutions, private sector, RECs and academia) to collect their views, challenges, fears and aspirations regarding transfer of agricultural technologies, innovations and data across national borders and institutions. ASARECA now invites eligible individual consultants to indicate their interest in providing the services.
